Competition Authority of the Republic of Kosovo, represented by Mr. Shemsi Elezi Director of Market Surveillance Department and Mr. Etrit Tetova Head of Division, participated in the Advanced competition law training held in Zagreb On 5 and 6 October 2023 by the Academy of European Law (ERA) and the Croatian Competition Agency (CCA) on the topic the “Cartel enforcement in the EU”.
The training was organized at the premises of the Croatian Employers’ Association, and the aim was, update for competition law practitioners on the recent trends and developments in EU cartel enforcement. Special attention was paid to the latest jurisprudence of the Court of Justice of the European Union, recent investigations of the European Commission, the implications of Horizontal Guidelines, leniency and settlements and the challenges for cartel enforcement in the digital era.
On the first day were discussed recent CJEU case law relevant for cartel enforcement, its substantive and procedural issues, new Horizontal Block Exemption Regulations and Horizontal Guidelines, leniency and settlements and their role for effective cartel enforcement, and the day was closed with a workshop exercise on a hypothetical cartel case.
The second day of the seminar opened with the panel discussing the use of artificial intelligence as a cartel detection (and prevention) tool and the day was closed with a workshop exercise about main issues and practical challenges in unannounced inspections in the digital age.
The participants praised the seminar and encouraged the organization of similar trainings in the area of competition law and policy in the future.
